  ImplementationOpinions of the CPC Hainan Provincial Committee and the People'sGovernment of Hainan Province on Facilitating the Inheritance,Innovation and Development of Traditional Chinese Medicine in theHainan Free Trade Port

  为贯彻落实《中共中央、国务院关于促进中医药传承创新发展的意见》精神,全面推动中医药在海南自由贸易港传承创新发展,充分发挥中医药在疾病预防、治疗、康复中的优势作用,争取中医药事业在海南自由贸易港建设中实现早期收获,现提出如下意见。

  Inorder to implement guiding principles of theOpinionson Facilitating the Inheritance, Innovation and Development ofTraditional Chinese Medicineissuedby the CPC Central Committee and the State Council, the followingopinions have been given to promote the inheritance, innovation anddevelopment of traditional Chinese Medicine (hereinafter referred toas “TCM”) across the board in the Hainan Free Trade Port(hereinafter referred to as “the FTP” ); to give full play to thecrucial role of  TCM in disease prevention and control, treatment,and rehabilitation; and to make early achievements in the field ofTCM during the development process of the FTP.

  一、结合自由贸易港实际,建设中医药现代产业体系

  ⅠDevelopingModern Industry System of TCM According to Realities of the FTP

  (一)开放创新发展中医药服务贸易。充分利用自由贸易港政策制度优势,将中医药服务贸易作为全省开展服务贸易创新发展的重点领域进行突破。实行公立中医医疗机构价格、薪酬等体制机制改革,推动公立医疗机构发展中医药服务贸易,确保各类所有制市场主体在经营运营等方面享受平等待遇。加强医学类院校及各类中医药机构国际型中医药人才培养能力,鼓励省内医疗机构引进全国名老中医药专家,向境外人员提供中医药培训服务,打造国际中医药培训中心。借助博鳌亚洲论坛、中国国际消费品博览会等国家级论坛和会展平台,建设汇集国内外中医药产品、技术服务以及各个国家传统医学的国际传统医药交流中心。将中医药服务纳入海南自由贸易港新增鼓励类产业目录,扶持我省优秀中医药企业和医疗机构在境外合作设立中医药服务机构和销售网络,对其符合条件的新增境外直接投资取得的所得按规定享受所得税优惠政策,吸引更多中医药服务贸易企业落户我省。建设一批市场优势明显、具有发展前景、能够发挥引领辐射作用的中医药服务贸易重点项目和示范基地。重点支持三亚市中医院建设国家中医药服务出口基地。

  1.Openness, innovation,anddevelopment of TCM service trade.

  Fullyleveraging the policy and institutional advantages of the FTP, weshould achieve a breakthrough with TCM service trade as a key fieldfor innovation and development of service trade across the province.Efforts should be made to conduct system and mechanism reforms ofpublic TCM institutions, including ones in prices and salaries, toadvance public medical institutions in developing TCM service trade,and to ensure equal treatment for all market entities with varioustypes of ownership in business operations and other aspects. Supportshould be provided for medical colleges and universities as well asTCM institutions to cultivate more TCM talent with internationalcompetitiveness, for medical institutions across the province toattract renowned and veteran TCM practitioners and experts, fortraining in TCM service for overseas personnel, and for developingthe FTP into an international TCM training hub. Based on nationalforums, exhibitions, and conferences, such as the Boao Forum for Asiaand China International Consumer Products Expo, an internationalexchange center for traditional medicine should be built, featuringTCM products at home or abroad, technical services, and traditionalmedicine of differing countries. TCM services should be covered bythe FTP’s list of newly encouraged industries. High-quality TCMenterprises and relevant medical institutions are encouraged to setup overseas TCM service institutions and sales networks in acollaborative way, and their incomes from new overseas directinvestment should be covered by preferential policies on income taxaccording to regulations, in order to attract more enterprises of TCMservice trade to develop in the FTP. Efforts should be directed atdeveloping key programs and demonstration bases for TCM service tradewith competitiveness, and bright prospects, as well as leading andboosting roles. It is imperative to develop the Sanya Hospital ofTraditional Chinese Medicine into a national export base for TCMservices.

  (二)科研创新推动中医药高新技术发展。充分利用海南自由贸易港税收优惠政策和科技创新动能做强做大我省中医药产业。加快引进优势品种、高端人才、大资本等优质资源,加强技术集成和工艺创新,增强本地中药企业综合竞争力。大力吸引国内外中药生产龙头企业落户我省,快速壮大我省中药产业规模。围绕自由贸易港建设需求及中医药重大科学问题,建立多学科融合的科研平台。力争将省中医院建设成为全国中医临床研究基地,建设一批中医药类省级工程研究中心。省级科技计划(专项、基金等)要加大对中医药科研支持,开展防治重大、难治、地方常见疾病和新发突发传染病等临床研究以及中医药健康养老、健康旅游等健康服务新业态研究。在中国医学科学院药用植物研究所海南分所基础上由部省合作共建海南省南药研究院,努力建成中国南药科技创新核心基地,引领中国南药研究。

  Promotinghigh-tech development of TCM by scientific and research innovations.

  Itis necessary to dramatically develop the TCM industry in Hainan byfully leveraging the FTP’s preferential policies on tax and itsimpetus given by scientific innovation. Efforts should bestrengthened to attract high-quality resources, such as competitiveproducts, top talent, and great capitals; to bolster technologicalintegration and technical innovation; and to make local TCMenterprises more competitive across the board. It is crucial tointensify efforts to attract leading manufacturing enterprises of TCMat home and abroad to develop in the FTP, in order to expand thelocal industry. Based on demands for developing the FTP and majorscientific issues relating to TCM, a scientific and research platformshould be established with multi-discipline integration. We shouldstrive to develop the Hainan Traditional Chinese Medicine Hospitalinto a national base for TCM clinical research, and to build a batchof TCM engineering research centers at the provincial level.Provincial Science and technology programs should contribute more toTCM science and research. It is necessary to undertake clinicalresearch on disease prevention and control, such as major,refractory, and local common diseases, as well as emerging infectiousdiseases; and to investigate new business patterns of healthcareservices, including TCM healthcare and healthcare tourism. Based onthe Hainan Branch of the Institute of Medical Plant Development ofthe Chinese Academy of Medical Sciences (IMPLAD), the Hainan SouthernMedicine Institute should be established by the Ministry and theProvincial People’s Government in a collaborative way, and effortsshould be made to lead southern medicine research in China bystriving to set up a core innovative base for southern medicinescience and technology at the national level.

  (三)融合创新发展中医药健康旅游。围绕国际旅游消费中心建设任务,将中医药生态、绿色和健康的理念与旅游深度融合,打造我省独特的中医药健康旅游新业态新模式。鼓励博鳌乐城国际医疗旅游先行区、南平健康养生产业园等园区发展中医药健康服务业,支持建设演丰沉香健康产业园等本土中医药特色文化旅游产业园。鼓励省内公立医院拓展服务项目,增设与休闲度假功能相结合的康养中心。鼓励社会资本建设一批以中医康养保健服务为重点的中医康养度假村。鼓励景区、酒店等引进中医专业人员开办面向游客的中医康养服务项目。鼓励旅行社与各类中医医疗、康养机构合作,将中医药与观光、休闲、度假类产品结合,在国内外市场推广,打造我省中医药健康旅游品牌。

  Integratedand innovative development of TCM healthcare tourism.

  Basedon the mission of  advancing the FTP into an international tourismand consumption center, it is imperative to deeply integrate tourismwith TCM philosophies featuring ecological conservation, green andhealth, so as to create new business forms and models of TCMhealthcare tourism with Hainan’s characteristics. Industrial parks,such as the Boao Lecheng International Medical Tourism Pilot Zone andNanping Health Industry Park, are encouraged to develop TCMhealthcare industry, and the support should be offered to buildculture and tourism industry parks with local TCM characteristics,such as Yanfeng Agarwood Health Industry Park. Public hospitalsacross the province are encouraged to expand services and establishhealthcare centers where people can enjoy their leisure or vacations.A batch of TCM healthcare resorts are encouraged to be built withsocial capitals, mainly providing TCM healthcare services. Fortourism destinations and hotels, they are encouraged to employprofessional TCM personnel and provide TCM healthcare services fortourists. Travel agencies are encouraged to cooperate with TCMinstitutions on integrating TCM into services relating tosightseeing, leisure activities, and vacation. Additionally, effortsshould be made to promote the TCM services at home or abroad, inorder to ensure that Hainan has a reputation as a TCM healthcaretourism destination.

  二、对标自由贸易港建设需要,构建高水平中医药服务体系

  ⅠⅠEstablishingHigh-quality TCM Service System According to Demands for Developingthe FTP

  (四)加强中医药服务机构建设。争取将省中医院打造成为全国中医区域医疗中心。重点加强海口、三亚、儋州、琼海、琼中等市县中医院基础设施和软件建设,构建省级中医区域医疗中心。完成所有县级中医医疗机构标准化建设,遵循中医药发展规律,规范中医院科室设置,强化以中医为主的办院模式和服务功能,健全体现中医药特点的现代医院管理制度。到2022年,实现县办中医医疗机构全覆盖。

  Enhancingthe construction of TCM service institutions.

  Effortsshould be made to develop the Hainan Traditional Chinese MedicineHospital into a regional TCM hub in China. TCM hospitals in Haikou,Sanya, Danzhou, Qionghai and Qiongzhong, should be developed intoregional TCM centers by improving relevant basic facilities andcapacities. For all TCM institutions at the county level, theirstandardized construction should be completed. According to thedevelopment rules of TCM, all county TCM institutions shouldestablish standardized departments, refine operation models andservices by focusing on TCM, and improve modern hospitaladministration systems with TCM characteristics. By 2022, the entireprovince should be covered by TCM institutions affiliated with countygovernments.

  (五)推进综合医院、专科医院中医药工作。开展综合医院、专科医院中医药工作推进专项行动,全省二级以上综合医院和有条件的妇幼保健院、专科医院要按照有关规定设置中医科和中药房,中医科作为医院一级临床科室,要能够提供中药饮片、中成药、针灸、推拿等中医药服务。鼓励综合医院、妇幼保健院和专科医院创建全国中医药工作示范单位。

  PromotingTCM at comprehensive and specialized hospitals. Specialefforts should be made to promote TCM at comprehensive andspecialized hospitals. For all comprehensive hospitals at thesecondary level or above, maternal and child health care hospitalswith favorable conditions, and specialized hospitals, a TCMdepartment and a TCM pharmacy should be established according torelevant regulations, and their TCM departments, first-classclinical departments, should provide TCM services, including Chineseherbal decoction pieces, Chinese patent medicines, acupuncture, andTCM massage. The province will support comprehensive hospitals,maternal and child health care hospitals, and specialized hospitalsto become national demonstration units in the field of TCM.

  (六)筑牢基层中医药服务阵地。继续实施基层中医药服务能力提升工程,将中医馆建设纳入基层医疗机构标准化建设内容,加强全省基层中医药适宜技术推广基地建设,健全全科医生和乡村医生中医药知识和技能培训机制。扩大农村订单定向免费培养中医专业学生规模,实施基层中医师特设岗位计划,放宽长期服务基层的中医医师职称晋升条件。在开展医联体、医共体建设的地区,二级甲等以上中医院要牵头组建医联体、医共体,探索实行中医药人员“县管乡用”。到2022年,实现所有社区卫生服务机构、乡镇卫生院和70%以上的村卫生室具备中医药服务能力。

  Consolidatinggrassroots TCM services.

  Moreefforts should be made to improve TCM services at the grassrootslevel, to ensure that building TCM hospitals will be covered bystandardized construction of grassroots medical institutions, todevelop grassroots promotion bases for TCM-appropriate technologyacross the province, and to improve training mechanisms for generalpractitioners and rural doctors in terms of TCM knowledge andtechniques. The province will  increase the number of TCM studentscultivated for rural areas without charge, create special jobs forgrassroots TCM practitioners, and make it easier for TCMpractitioners who have worked at the grassroots level for long to bepromoted. In areas with medical alliances or county medicalcommunities,  TCM hospitals at the secondary level or above shouldplay a leading role in establishing medical alliances or countymedical communities, and find a way for TCM personnel “to beemployed at the county level and to work at the village level.” By2022, TCM services should be offered by all community health serviceinstitutions, all township health centers, and over 70% of villageclinics.

  (七)促进社会办中医加快发展。鼓励社会力量举办连锁中医医疗机构和只提供传统中医药服务的中医门诊部、诊所。允许符合条件的在职、停薪留职医务人员申请设置只提供传统中医药服务的医疗机构。鼓励公立中医院和社会办中医医疗机构成立中医医联体。鼓励通过政府购买服务形式向社会办中医院、中医门诊部等购买家庭医生签约等服务。营利性社会办中医医疗机构,包括中医门诊部、中医诊所等小型医疗机构,可按规定享受小微企业税收优惠政策。

  7.Speeding up the development of private TCM institutions.Theprovince will support social capitals to run TCM institution chains,as well as outpatient departments or clinics merely providing TCMservices. Qualified medical personnel in employment or on unpaidleave are allowed to set up medical institutions merely providing TCMservices. TCM alliances are encouraged to be jointly established bypublic TCM hospitals and private TCM institutions. Efforts will bemade to make government purchases of services, such as family doctorcontract services, from private TCM institutions, TCM outpatientdepartments, etc. Profit-seeking private TCM institutions should becovered by tax preferential policies for small and micro enterprises,including small medical institutions such as TCM outpatientdepartments and TCM clinics.

  (八)以信息化支撑服务体系建设。大力发展中医远程医疗、移动医疗、智慧医疗等新型医疗服务模式。鼓励依托省内医疗机构(包括中医门诊部和诊所)发展互联网中医院,推动开展线上线下一体化服务,发挥中医治未病养生保健在互联网服务中的优势。基于省政务云和省大数据共享交换平台,完善省级中医药信息中心,开展“互联网+中医药健康服务”。加强以中医电子病历、电子处方等为核心的医院信息化建设。

  8.Providinginformation supply for advancing servicesystems.

  Newmedical service models should be developed dramatically, includingremote TCM services, mobile medical care, and intelligent medicalcare. Online TCM hospitals are encouraged to be developed based onmedical institutions (including TCM outpatient departments andrelevant clinics) across the province. Efforts should be made topromote integrated services both online and offline, and to give playto the role of TCM in Internet services for disease prevention andhealth care. Based on provincial cloud service for administrativeaffairs and provincial sharing and exchange platform for big data, itis imperative to develop TCM information center at the provinciallevel, and to provide health services of “Internet + TCM.” Theprovince should intensify efforts to bolster information developmentfor hospitals with TCM electronic medical records and prescriptionsas the core.

  三、发挥中医药在疾病预防、治疗、康复中的独特优势

  ⅠⅠⅠLeveragingunique TCM advantages in disease prevention, treatment, andrehabilitation

  (九)彰显中医药在疾病治疗中的优势。以重点专科和学科建设为抓手,提升中医药服务能力。各级中医院均应建立完善的专科体系,并确立专科发展方向,遵循集中优势、培植重点、有所突破的原则,用优势专科带动医院整体发展。做好全国知名重点专科单位对口支援我省中医医疗机构工作,建设好一批国家级、省级中医药重点学科和重点专科。到2022年,每个县级中医院建设1个以上中医重点(特色)专科。建立有效机制,更好发挥中医药在新发突发传染病防治和公共卫生事件应急处置中的作用。

  Focusingon TCM advantages in disease treatment.  

  TCMservice capacities should be improved based on the development of keyspecialties and disciplines. Hospitals at all levels should establish complete TCM department systems, determine developmentdirections, and advance with impetus given by competitivedepartments, according to principles of “ leveraging advantages,developing key areas, and making breakthroughs.” Efforts should bemade to prepare for pairing assistance for TCM institutions acrossthe province offered by national key specialized hospitals, and toestablish a batch of TCM key disciplines and specialized departmentsat the provincial level or above. By 2022, each county-level TCMhospital should have more than one TCM key (featured) specializeddepartments. Effective mechanisms should be established, in order togive full play to the TCM in response to emerging infectious diseasesand public health emergencies.

  (十)发挥中医在治未病中主导作用。结合自由贸易港建设实际,继续推进中医治未病改革创新试点,健全全省中医治未病体系。二级以上中医院均要设立治未病科室(中心)。制定完善中医治未病服务目录,实行分级分类管理,加快中医治未病医疗服务项目审核,及时出台收费政策。允许非卫生技术人员进入医疗机构从事治未病服务。大力普及小儿推拿、艾灸、火罐、刮痧等中医养生保健知识和太极拳等养生保健方法,推广体现中医治未病理念的健康工作和生活方式。对提供中医养生保健服务的企业登记经营范围使用“中医养生保健服务(非医疗)”的规范表述,进一步规范中医养生保健服务机构管理。

  10.Giving play to the leading role of TCM in disease prevention.

  Accordingto the development progress of the FTP, more efforts should be madeto advance trials of reforms and innovations in TCM preventingdiseases, and to improve the relevant system at the provincial level.All of the TCM hospitals at the secondary level or above shouldestablish a department (center) for disease prevention. It isimperative to make and refine a list of TCM services for diseaseprevention, manage the services based on relevant categories andlevels, accelerate the review process for TCM services of diseaseprevention, and release pricing policies timely. Non-health technicalpersonnel are permitted to offer disease prevention services inmedical institutions. The province should intensify efforts topublicize TCM health care knowledge and approaches, such as infantilemassage, moxibustion therapy, cupping jar, scrapping therapy, and TaiChi boxing; and popularize healthy ways of working and living withthe TCM philosophy of disease prevention. For enterprises providingTCM health care services, their registered business scope should be“TCM health care services (with non-medical purposes),” and theadministration for TCM institutions offering health care servicesshould be further standardized.

  (十一)突出中医药在疾病康复中的核心作用。将中医药、现代康复技术和海南得天独厚的气候资源融合起来,打造海南中医药特色康复品牌。实施中医药康复能力提升工程,到2022年,全省所有三级中医院、50%以上二级中医院设置康复科,所有康复医院均能提供中医药服务。鼓励社区卫生服务机构、乡镇卫生院在中医馆提供中医药特色康复服务。针对老年性疾病和心血管、呼吸系统疾病等在海南具有地域康复优势的疾病制定和推广一批康复方案,吸引省外患者来琼康复。推动中医康复技术进社区、进家庭、进机构。

  11.Emphasizingthe core role of TCM in rehabilitation.

  Itis crucial to integrate TCM, modern rehabilitation technologies, andunique climate conditions in Hainan, in order to create TCMrehabilitation services with Hainan’s characteristics. TCMrehabilitation capacities should be improved across the province, and by 2022, all tertiary TCM hospitals and over 50% of the secondaryones should have set up rehabilitation departments, and allrehabilitation hospitals should provide TCM services. The provincewill support community health service institutions and townshiphealth centers to offer rehabilitation services with TCMcharacteristics in TCM clinics. In order to attract medical tourists,a batch of rehabilitation protocols should be formulated andpublicized, targeting patients rehabilitated better in Hainan, suchas those with senile, cardiovascular, and respiratory diseases. TCMrehabilitation technologies should be popularized among communities,households, and institutions.

  四、推动中药质量提升,保障中药安全有效

  IVImproving the Quality of traditional Chinese drugs (TCDs) andEnsuring their Safety and Efficacy

  (十二)加强中药材质量控制。实施海南道地药材推进工程,加强海南道地药材研究,遴选和推动一批热带道地中药材发展。建好国家中药种质资源库、中药材种子种苗繁育基地、省中药资源动态监测和信息服务体系,提供中药资源和中药材市场动态监测信息。鼓励国内中药企业、中医医疗机构在白沙、琼中、五指山、屯昌等市县以订单形式联建稳定的中药材生产基地,推进规模化、规范化种植。评定一批省级道地药材良种繁育和生态种植基地,到2022年,初步形成一批种植规模大、产业链长、技术支撑强的中药大品种,树立海南热带中药品牌。

  Enhancingquality control of Chinesemedicinal materials (CMMs).

  Effortsshould be made to accelerate the advancement of Dao-di herbs inHainan, to conduct research on local Dao-di herbs, and to promote thedevelopment for a batch of selected tropical Dao-di herbs. It iscrucial to establish a national germplasm repository of CCMs, seedand seeding breeding bases, and a provincial-level TCDs system ofdynamic monitoring and information services, so as to obtain dynamicmonitoring information relating to traditional Chinsese medicines andCCMs from the market.In order to promote the large-scale planting ina standardized manner, the province will support domestic enterprisesof TCDs and TCM institutions to jointly build CCM production basesbased on orders in the cities or counties, such as Baisha,Qiongzhong, Wuzhishan, and Tunchang. After evaluation, a batch ofDao-di herb bases will be designated as the provincial-level ones forhigh-quality breeding and ecological planting. By 2022,  a number ofbig-brand TCDs should be created with large-scale planting, highlydeveloped industrial chains, and advanced technologies, in order todevelop local brands of TCDs with tropical characteristics.

  (十三)重点推进南药和芳香药等资源开发。充分利用海南独特的热带气候资源,开展南药、芳香药、黎药、海洋药资源的研究、保护和开发利用工作。推进兴隆热带药用植物园建设,加强南药种质资源保护利用。开展海洋药资源普查,推进海洋药物和功能性食品开发。着力推动以沉香为代表的芳香药产业发展,鼓励沉香良种集中连片种植,推广沉香、降香人工结香技术,完善芳香药标准、品牌及交易体系建设,构建芳香药种植、加工、贸易、康养、产品研发生产和休闲旅游等融合发展的全产业体系,打造海南国际“香岛”品牌。

  Mainlydeveloping resources such as southern and aromatic medicines.

  Fullyleveraging the unique tropical climate resources in Hainan, theprovince will undertake research into southern medicines, aromaticmedicines, Li medicines, and marine drugs, and will also center itswork on relevant conservation, exploitation, and utilization. Work onXinglong Southern Medicine Garden is progressing, so as to protectand utilize relevant germplasm resources better. Efforts should bemade to  survey marine drug resources, and to develop marine drug andfunctional foods. The province will support the advancement ofaromatic medicine industry, such as agarwood; encourage growers toplant high-quality agarwood in a concentrated way; publicizeartificial production technologies of agarwood and Dalbergiaodorifera; improve the aromatic medicine standard, related brands,and relevant trade system; develop an industrial system integratingmedicinal material planting, processing, trading, health care,product R&D, manufacturing, leisure activities, and tourism; andensure that Hainan will earn a reputation of “aromatic island”globally.

  (十四)促进中药饮片和中成药质量提升。鼓励对传统中药饮片炮制规范进行深入研究,推进省级中药饮片炮制规范制定工作;加快推进中药生产工艺、流程的标准化、现代化,提升中医药知识产权运用能力,逐步形成大型中药企业集团和产业集群。加大中成药上市后评价工作力度。鼓励企业建立中药创新研发中心,加快优势中药及中药经典名方复方研发和院内制剂二次开发,积极培育大品种。到2022年,力争南药、黎药、中成药产值占全省医药工业总产值12%以上。

  Improvingthe quality of Chinese herbal decoction pieces and Chinese patentmedicines.

  Theprovince will support more in-depth research on  the standards ofprocessing traditional Chinese herbal decoction pieces, and formulatethe provincial-level standards. Intensified efforts will be made tomake TCM production process standardized and modernized, boost theapplication of intellectual property rights relating to TCM knowledgeand to create large TCD groups and an industrial cluster. Theprovince will make more evaluations on marketed Chinese patentmedicines. Relevant enterprises are encouraged to establishinnovative research and development centers for TCDs, and effortsshould be made to study and develop competitive drugs as well as TCMclassic prescriptions and complex ones, to further improve hospitalpreparations, and to create relevant big brands. By 2022,  forsouthern medicines, Li medicines, and Chinese patent medicines, theircontribution to a provincial gross output value of medicine shouldaccount for over 12%.

  (十五)改革完善中药注册管理。建立健全符合中医药特点和自由贸易港建设需求的中药注册管理制度。将中医药纳入我省重大新药创制国家重大科技专项成果转移转化试点范围,鼓励以医疗机构制剂、经典名方和南药、黎药、海洋药等为基础研制中药新药。支持省内医疗机构根据临床需要配制和使用中药制剂,支持区域医疗机构制剂中心建设。鼓励我省中成药生产企业应用新技术新工艺以及体现临床应用优势的新剂型改进已上市中药品种。优化和规范医疗机构中药制剂备案管理,允许省内医疗机构院内中药制剂按规定在全省医疗机构调剂使用,争取国内医疗机构中药制剂能够在我省调剂使用。

  Reformingand refining TCD registration and administration.

  Aregistration and administration system for TCDs should beestablished, based on TCM characteristics and demands for developingthe FTP. TCM should be covered by trials of achievement transfer andtransformation relating to the major science and technology project“Major New Drug Creation” in Hainan, and new TCDs should becreated based on medical institution preparations, classicprescriptions, southern medicines, Li medicines, and marine drugs.The province will support medical institutions to dispense or use TCDpreparations, and back the development of regional centers formedical institution preparations. Local manufacturers of Chinesepatent medicines improve marketed TCDs by new technologies, newtechniques, and new formulations with clinical applicationcompetitiveness. Efforts should be made to optimize and standardizeTCD preparation registration and administration for medicalinstitutions; to dispense TCD preparations made by medicalinstitutions in a coordinated way across the province, according toregulations; and to  make TCD preparations produced by institutionsin other provinces available in Hainan.

  (十六)加强中药质量安全监管。以中药饮片监管为抓手,向上下游延伸,落实中药生产企业主体责任,建立多部门协同监管机制,探索建立中药材、中药饮片、中成药生产流通使用全过程追溯体系,用5年左右时间,逐步实现中药重点品种来源可查、去向可追、责任可究。推进中药企业诚信体系建设,按国家统一部署,将全省中药饮片、中成药生产企业全部纳入全国信用信息共享平台和国家企业信用信息公示系统。严格执法,加大对制售假劣中药行为的责任追究力度。

  16.Strengthening the regulation of TCD quality and safety.Based on regulating Chinese herbal decoction pieces, efforts shouldbe made to supervise all sections of the industrial chain, to ensurethat TCD manufacturers will fulfill their principal responsibility,to establish a mechanism for multiple departments to monitor in acoordinated manner. The province will set up a traceability systemfor medical products, such as TCDs, Chinese herbal decoction pieces,and Chinese patent medicines, to cover the whole process, includingproduction, distribution, and consumption. It will take about 5 yearsto make major TCDs traceable and relevant responsibilitie clear. Bydeveloping the credit system for TCD enterprises, the National CreditInformation Sharing Platform and the National Enterprise CreditInformation Publicity System will cover all manufacturers relating toChinese herbal decoction pieces and Chinese patent medicines acrossthe province, according to the national planning. With strict lawenforcement, intensified efforts will be made to ensure that peopleproducing and selling false and inferior TCDs are held accountablefor their actions.

  五、遵循中医药发展规律,加强中医药人才队伍建设

  VCultivating more TCM talent based on the laws of development

  (十七)改革人才培养模式。健全中医药院校教育、毕业后教育、继续教育相衔接,师承教育贯穿始终的中医药人才培养体系。鼓励中医药人员参加中医经典能力等级考试,探索将中医经典能力等级考试成绩作为中医药人才引进、职称评审等评价量化指标。鼓励西医学习中医,允许临床类别医师通过考核后提供中医服务,参加中西医结合职称评聘。允许中西医结合专业人员参加中医职称评聘和临床类别全科医生规范化培训。

  17.Reforming models of training talent.

  Theprovince will ensure the smooth transition from education in TCMuniversities and colleges to post-graduate education and then tocontinuing education, and develop the TCM talent training system withthorough master-apprentice education. TCM personnel are encouraged totake  the national TCM classics test, and the test results may be thequantitative indexes for bringing on talent and  title appraisal.Practitioners with Western medicine are encouraged to learn TCM, andclinical physicians are allowed to offer TCM services or be eligiblefor title evaluation of integrated traditional Chinese and Westernmedicine after passing the test. Personnel of traditional Chinese andWestern medicine are permitted to participate in TCM title appraisaland standardized training courses for clinical general practitioners.

  (十八)加强中医药人才培养平台建设。利用省内外中医药教育资源,推动建设中医药高等院校,或者争取省外中医药高等院校在我省开办分校,填补我省没有独立中医药高等院校空白。注重培养中药材种植、中药炮制、中医药健康服务等技能型、应用型、服务型中医药人才,为海南中医药事业振兴发展夯实人才基础。

  Promotingthe development of the training platform for TCM talent.

  Usingavailable TCM education resources across the country, the provincewill establish TCM universities and colleges, or suggest those inother provinces to operate in Hainan, in order to fill the gaps.Intensified efforts will be made to cultivate talent  with goodskills, practical abilities, or service capacities in the fields ofCMM planting, TCD processing, and TCM healthcare services, so as toprovide talent supply for the development of TCM industry in Hainan.

  (十九)优化人才成长途径。通过学科专科建设、重大科研平台建设和重大项目实施等,培养造就一批高水平中医临床人才和多学科交叉的中医药创新型领军人才,支持组建一批中医药高层次创新团队。加强中医临床骨干人才、中医全科医生、基层中医药人才、各类专业技能人才以及中医药管理人才培养。完善中医确有专长人员考核办法,加大中医(专长)医师培训和执业监管力度,支持中医院设置中医(专长)医师岗位,促进民间特色技术疗法的传承发展。

  Promotingpersonal growth and development.

  Basedon relevant disciplines and specialized departments, major scienceand research platforms, and major projects, Efforts should be made tocultivate a group of highly skilled TCM clinical talent andinnovative TCM talent playing a leading role in multi-disciplinearea, and to build innovative teams consisting of high-level TCMpersonnel. The province should pay more attention to cultivating ahard core of TCM clinicians, TCM general practitioners, grassrootsTCM talent, talent with professional skills, and TCM administrationpersonnel. More efforts should also be made to refine approaches forassessing personnel specializing in TCM, to train TCM (specialized)practitioners, to supervise the licensed ones, to support TCMhospitals in creating jobs for TCM (specialized) practitioners, andto promote the inheritance and development of TCM techniques withfolk characteristics.

  (二十)加强中医药师承教育。建立中医药师承教育培养体系,实现师承教育常态化和制度化。加强名老中医药专家传承工作室建设,在全省各级中医院为国内各地名医、流派传承人设立工作室。建立高年资中医医师带徒制度,将带徒质量和数量直接与职称评审、评优评先等挂钩。吸引、鼓励名老中医药专家和长期服务基层的中医药专家通过师承模式培养多层次的中医药骨干人才。

  EnhancingTCM master-apprentice education.

  Theprovince will establish a system for TCM master-apprentice education,and make that kind of education normal and institutional. Effortsshould be made to build working places for renowned and experiencedTCM experts in TCM hospitals at all levels across the province. Amaster-apprentice education system should be created for experiencedTCM practitioners, and their title and performance assessment will beimpacted by the number and performance of their apprentices.  It isimperative to attract and encourage renowned and experienced TCMexperts and those working at the grassroots level for a long tocultivate a hard core of various TCM practitioners through themaster-apprentice model.

  (二十一)健全人才评价激励机制。完善公立中医医疗机构薪酬制度。改革完善中医药职称评聘制度,注重业务能力和工作实绩,克服唯学历、唯资历、唯论文等倾向。在省级各类高层次人才评选中加大对中医药人才的支持力度。研究建立中医药人才表彰奖励制度,建立省级名中医和青年名中医评选制度,注重发现和推介中青年骨干人才和传承人。

  21.Improving talent evaluation and incentive mechanisms.Forpublic TCM medical institutions, their salary system should berefined. Efforts should be made to reform and improve the evaluationand employment system for TCM practitioners, and to assess thepersonnel by capacities and performance. The relevant personnelshould not be judged merely by educational background, workingexperience, and papers. TCM talent should be supported in awards forall kinds of high-level talent across the province. The provinceshould establish an incentive system for TCM talent, award renownedTCM practitioners at the provincial level and young ones, and promoteyoung and middle-aged talent and inheritors.

  六、传承精华,使中医药成为群众促进健康的文化自觉

  VIIDeveloping TCM into Cultural Consciousness for the Public to ImproveHealth Conditions by Inheriting the Best

  (二十二)传承中医药宝库中的精华精髓。加强古典医籍文献研究利用,挖掘、整理、研究古今海南中医药名家学术思想、临床经验及特色诊疗技术,组织编写出版名医论著。推进中医药博物馆事业发展,在省博物馆、中国(海南)南海博物馆等开辟中医药展区,推动建设省中医药博物馆和中药标本馆。实施中医药文化传播行动,把中医药文化贯穿国民教育始终,使中医药成为群众促进健康的文化自觉。

  22.Inheritingthe best part of TCM.

  Takingfull advantage of  TCM classics and the available literature, weshould research and ancient and modern TCM experts’ academicthoughts, clinical experience and unique diagnosis techniques, andthen  compile and publish relevant books. The province should promotethe development of TCM museums, open TCM exhibits at museums, such asthe provincial museum and the China (Hainan) Museum of the SouthChina Sea, and build a provincial TCM museum and a TDC museum.Efforts should be made to popularize TCM culture, to ensure that thepublic is educated about TCM culture for life, and to develop TCMinto cultural consciousness for the public to improve healthconditions.

  (二十三)加快黎苗等地方特色民族医药挖掘和整理。将海南黎苗族医药发展纳入民族地区经济社会发展规划,加快海南黎苗族医药研究、保护和开发。对民间医药传统知识和技术进行系统整理研究,挖掘和保护黎医苗医资源。在条件成熟市县试点设置民族医医院或在中医医疗机构设置民族医药科室。在省级非物质文化遗产申报类别中单独设置传统医药类,鼓励民族和民间医药申报各级非物质文化遗产。

  Acceleratingresearch into local ethic medicine and drugs, such as Li and Miaoethnic groups.

  Theeconomic and social development plan for ethic areas should covermedicine and drugs of Li and Miao ethnic groups in Hainan, in orderto speed up relevant research, protection, and advancement. For Liand Miao’s medical resources, they should be studied and protectedby systematically researching and compiling the available literatureand techniques of folk medicine. Ethical medical institutions may beestablished in cities or counties with favorable conditions, orethical medical departments may be set up in TCM medicalinstitutions. Traditional medicine should be regarded as a categorywhen applied for provincial intangible cultural heritage status, andethic and folk medicine are encouraged to be included in the lists ofintangible cultural heritage at all levels.

  七、以改革为抓手,建立中医药传承创新保障机制

  VIIEstablishing a Mechanism to Ensure TCM Inheritance and InnovationBased on Reforms

  (二十四)完善中医药价格和医保政策。医疗服务价格调整时要充分考虑中医等体现医务人员技术劳务价值的医疗服务价格。健全符合中医药特点的医保支付方式,探索实施中医优势病种按照单病种付费改革,分批遴选中医优势明显、治疗路径清晰、费用明确的病种实施按病种付费,合理确定付费标准。探索对治未病项目实行收费改革。鼓励公立医院开展中医药服务贸易,对中医药服务贸易服务探索自主定价。及时将符合条件的中医医疗机构纳入医保定点医疗机构,医保总额控制指标向定点中医医疗机构倾斜,积极将适宜的中医医疗服务项目和中药按规定纳入医保范围。按规定提高住院报销比例,鼓励群众选择中医药服务,将中医药服务纳入门诊(含门诊慢病)统筹报销,医保报销不对中医药服务做特别限制。

  RefiningTCM policies on pricing and medical insurance.

  Whenadjusting medical service prices, it is imperative to thoroughlyconsider the services requiring skills or techniques, such as TCMservices. The province should improve payment methods for medicalinsurance to meet TCM demands, strive to enable patients to pay forTCM treatment of a single disease under certain conditions (diseasesbetter treated by TCM or those with clear treatment protocols andfixed fees), and set proper prices. The payment reform of TCM diseaseprevention may be conducted. Public hospitals are encouraged to tradein TCM services and to set the prices on their own. Qualified TCMmedical institutions should be covered by medical insurance timely,and more reimbursement should be allocated to designated TCM medicalinstitutions. Additionally, according to regulations, some TCMservices and TCDs should be covered by medical insurance as well. Theprovince should raise the reimbursement rate of hospitalization,encourage the public to receive TCM services, reimburse expenses ofTCM services as outpatient affairs (including outpatient chronicdiseases) in a coordinated way, and not set special reimbursementlimitations for TCM service.

  (二十五)完善投入保障机制。建立持续稳定的中医药发展多元投入机制,加大各级财政对中医药事业投入力度,改善中医院办院条件,扩大优质服务供给。鼓励社会资本在《海南自由贸易港政府投资引导基金总体方案》框架下,设立市场化运作的股权投资基金,支持海南中医药产业发展。引导商业保险机构投资中医药服务产业。

  Improvethe mechanism of fund supply.

  Theprovince should establish a diversified funding mechanism for TCMdevelopment with sustainability and stability, raise funds for theTCM industry from government finances at all levels, improve TCMoperation conditions, and provide more high-quality services. Basedon the Overall Plan for the Government-Guided Investment Fund ofthe Hainan Free Trade Port, social capitals are encouraged to set upprivate equity funds with market operation patterns, in order tosupport the development of the Hainan TCM industry. Commercialinsurance institutions may be guided to invest TCM service industry.

  (二十六)健全中医药管理体制。依据中医药法有关规定建立健全中医药管理体系,各市县要明确承担中医药管理职能的机构,合理配置人员力量。整合全省卫生健康行业事业单位资源,创新管理体制,为全省中医医疗机构、中医药科研单位及中医药企业搭建沟通交流平台及商务拓展平台,助推海南中医药振兴发展。完善中医药服务监管机制,强化事中事后监管。

  26.RefiningTCM administration system.

  Accordingto relevant regulations, the TCM administration system should beestablished and improved. All cities and counties should determineorgans playing a role in TCM administration, and rationally appointpersonnel. The province should integrate resources from all publicinstitutions relating to the health industry, create newadministration mechanisms, provide exchange and commercial expansionplatforms for TCM medical institutions, institutes, and enterprises,and promote the development of the local TCM industry. Regulationmechanisms for TCM services should be refined, and in-event andpost-event regulation should be enhanced.

  (二十七)加强组织实施。将本意见实施情况纳入市县党委和政府及省直相关部门绩效考核。各市县各部门要结合实际制定落实举措,鼓励在中医药服务模式、产业发展、质量监管等方面先行先试,争创国家中医药综合改革示范区。省内各主要媒体要加大对中医药文化宣传力度,加强和规范中医药防病治病知识传播普及,营造珍视、热爱、发展中医药的社会氛围。

  27.Strengtheningorganization and implementation.

  Theimplementation of this document should be taken into considerationwhen assessing the performance of the Party committees, the people’sgovernments, and affiliated departments at the municipal or countylevel. Based on reality, all cities and counties should take measuresto implement the guiding principles, take trials in TCM services,such as service models, industrial development, and qualitymonitoring, and strive to be titled “a national demonstration zonefor TCM all-round reform.” Major media outlets across the provinceshould make intensified efforts to publicize TCM culture, topopularize TCM disease prevention and treatment in a standardizedmanner, and to create an atmosphere in society to cherish, love, anddevelop TCM.
